| Makoto: | As part of my essay, I have to give a brief outline of the system of government in the UK. Could you help me on this one? |
| Philip: | In many ways the system you have here in Japan is similar to that in the UK. The Head of State is the Queen. Although in reality she is only the nominal Head of State. |
| Makoto: | So, she has no real law-making powers, is that what you are saying? |
| Philip: | Technically, she can veto any law made by parliament, and has the authority to reject the result of a general election. However, if she were to do that, it would go against the democratic principles of the country, and there would be uproar among the people. |
| Makoto: | And what is the system of government? |
| Philip: | It is a two-tier system. The lower house or the House Of Commons is where the elected members of parliament sit. All the seats are contested in a general election that must be held at least once every five years. |
| Makoto: | What role does the upper house have? And does it have any real executive powers? |
| Philip: | The House of Lords, as it is known, is an un-elected body whose purpose is to scrutinise draft laws made by the lower house, and pass back to it any amendments they might make. However, these amendments are non-binding. |
| Makoto: | And what is the system that elects the members of the lower house? |
| Philip: | The incumbent government can call an election at any time, up to a maximum of five years after the previous one. Three main parties contest 650 or so seats, and the party that can secure more than half is invited to form the next government. |
| Makoto: | Are there any restrictions as to the length the Prime Minister can serve? |
| Philip: | Unlike in Japan, there are no restrictions. Margaret Thatcher was PM for 11 years, and Tony Blair is approaching 10 years in power. |
